LISBON — The Lisbon City Council unanimously voted to reject all current bids and move forward with requests for new bids on two alternate versions of a new well building for the well near Pleasant Grove Nature Park during Monday’s council meeting.
Councilors voted to reject all six bids that were received for the original building plans after every bid came in well over the amount the city estimated the project would cost.
City Administrator Brandon Siggins said the project was estimated to cost roughly $750,000 during the planning stages for the project. The lowest bid received by the city was for $977,900 from Shift General Contracting in Cedar Rapids, with the highest bid received coming in at $1,162,000 from Tricon General Construction in Cedar Rapids, according to the council’s agenda packet.
The original plans for the new well building, intended to build capacity for future growth in water usage and population, include a new well building with a chemical feed room, storage for water main supplies, a new connection for the well to the city’s existing water infrastructure and sanitary sewer system.
The new plans ask for a bid for the construction of the chemical feed building and the connection to the city’s existing water infrastructure with city crews planning to take on some of the project to reduce costs, City Engineer Dave Schechinger with Veenstra & Kimm Inc. said at the council meeting.
“We feel that there’s an opportunity to save some money,” Schechinger said. “If we were to change some things up a little bit in the scope, we plan to rebuild this with the same building, but the water main price came in pretty high.”
The city crews will construct the connection to the sanitary sewer network, placing water main piping all the way up to the well building, where they will work with contractors to connect the well and the city’s water infrastructure.
The project is estimated to cost roughly $1 million with funds coming from Linn County American Rescue Plan Act funds.
