LINN COUNTY BOARD OF SUPERVISORS
CEDAR RAPIDS, LINN COUNTY, IOWA

The Board met in session at the Linn County Jean Oxley Public Service Center. Present: Chairperson Running-Marquardt and Supervisor Zumbach. Absent: Vice Chairperson Rogers (personal business). Board members voting “AYE” unless otherwise noted.
Chairperson Running-Marquardt called the meeting to order.
The Board heard updates from the following Department Heads:
Brad Ketels, County Engineer – KPI’s; budget update.
Supervisor Zumbach addressed the new Secondary Roads Headquarters and wanted to reiterate that the $19.3 million cost includes $2 million that will go towards the water project as there are more things involved than just the building.
Ketels continued is update: discussions for the new headquarters are progressing nicely; project updates including Springville Rd., Martelle Rd., Mt. Vernon Rd bridge rehab, turn lane project on Covington Rd; Operations updates including seal coating; recent flooding issues; recent tornado peeled up sections of seal coated road.
Supervisor Zumbach asked if this is the last year for the McLeod’s Monarch Butterfly Program and confirmed that people are allowed to control weeds in the right of way and Ketels responded that is correct.
Carter Baldwin, LIFTS Dir. – Medicaid rides next step is to get the system set up; updating the Rider’s Guide with Communications Dept.; KPI update; working on evaluating facility security policy, reviewing fare collection procedures; in process of replacing the eaves and downspouts in the front of the building.
Lisa Powell, Human Resources Dir – this fall Department Learning Institutes begin again; County Attorney’s Office has begun a C3 project on reducing crime; no budget issues; HR has started to meet with departments on site to discuss how they can be of assistance; July 1st increase were imported into Dayforce this week; will be updating all job descriptions in preparation for the countywide compensation study; recruiting remains busy; a new Core Values Academy II will be offered for the first time this fall; Employee Recognition Breakfast is July 17th; 2024 Health and Safety Fair will be held September 19th; FY25 wellness program started July 1st.
Chairperson Running-Marquardt questioned the County Attorney’s Office project regarding reducing crime and will meet with Powell to discuss further. She stated that she appreciates all the hard work Powell does.
Sara Bearrows, Budget Dir. – highlighted the new online budget document/book; closing out bank accounts from June 30th quarter end and will present quarterly investments at next month’s meeting.
