The Board met in session at the Linn County Jean Oxley Public Service Center. Present: Chairperson Running-Marquardt, Vice Chairperson Rogers and Supervisor Zumbach. Board members voting “AYE” unless otherwise noted.
Chairperson Running-Marquardt called the meeting to order and led the Pledge of Allegiance.
Motion by Running-Marquardt, seconded by Rogers to approve minutes of June 11, 2024 as printed.
Motion by Rogers, seconded by Zumbach to approve claims for payable checks dated 06/12/2024 #71014713 to #71014775 in the amount of $204,136.64; and ACH in the amount of $997,875.77; for a total of $1,202,012.41; and voided checks in the amount of $1,880.00.
Motion by Running-Marquardt, seconded by Zumbach to remove the Historic Preservation grant agreements from the Consent Agenda and place on the Regular Agenda.
Motion by Running-Marquardt, seconded by Zumbach to amend Consent Agenda to add an amount to the contract with the Gazette.
Motion by Running-Marquardt, seconded by Zumbach to amend Consent Agenda to add amounts to the Fiscal Agent Agreement with the Early Childhood Iowa Board.
Motion by Running-Marquardt, seconded by Rogers to approve Consent Agenda as amended:

ESTABLISH STOP REGULATIONS
WHEREAS, the following intersection located in Linn County has been reviewed by the Linn County Secondary Road Department, and WHEREAS, it is deemed appropriate to place traffic control signing.
NOW THEREFORE BE IT RESOLVED by the Board of Supervisors, meeting in regular session, and upon recommendation of the Linn County Engineer that the Secondary Road Department place a stop sign at the following locations. • Stop northbound traffic on Rolling Acres Rd at the intersection with Bice Blvd in section 17-86-6. The Board of Supervisors declares these signs to be legal, valid and enforceable and directs the County Engineer to erect said signs in accordance with the provisions of the Code of Iowa.

COLLECTION OF FISCAL YEAR 2025/ASSESSMENT YEAR 2023 PROPERTY TAXES
WHEREAS, the Linn County Board of Supervisors is this day presented with properly filed, duly sworn petitions for the suspension of the collection of property taxes and/or special assessments pursuant to Iowa Code Section 427.8; and WHEREAS, the properties for which the assessments against the Petitioners are made lie within Linn County, Iowa; and WHEREAS, the Petitioners are unable to contribute to the public revenue by reason of age, infirmity, or both. BE IT THEREFORE RESOLVED by the Linn County Board of Supervisors, this date met in lawful session, that the attached petitions are approved for the Petitioners, parcels, and tax years described as follows:

BE IT FURTHER RESOLVED the Linn County Board of Supervisors orders the Linn County Treasurer to suspend the collection of the property taxes assessed against the Petitioners or the Petitioner’s estates, for the parcels listed above for the tax years as indicated.
Approve and authorize the Chair to sign the Solo Program Contract between Linn County and the Iowa Judicial Branch acting through the Juvenile Court Services and the Chief Juvenile Court Officer. Effective July 1, 2024, though June 30, 2025, for an amount not to exceed $241,700 Contract JUV-25-CB-06-003.
Approve an amendment to the Tracking Contract between Linn County and the Iowa Judicial Branch acting through the Juvenile Court Services and the Chief Juvenile Court Officer. Effective July 1, 2024, through June 30, 2025, for an amount not to exceed $881,457 Contract JUV-24-TR-6-001.
Approve and authorize the Chair to sign the Electronic Monitoring Agreement between Linn County and the Sixth Judicial District Juvenile Court Services for an amount of $8.50 per day effective July 1, 2024, through June 30, 2025.
Approve and authorize the Chair to sign a Fourth Amendment to the Life Skills Pre-Arrest Diversion Program Contract between Linn County and Iowa Judicial Branch acting through the
Juvenile Court Services and the Chief Juvenile Court Officer for an amount of $51.47 per hour, effective July 1, 2024, through June 30, 2025.

Award bid and authorize the Chair to sign a contract for Soil Borings to Terracon Consultants, Inc. in the amount of $57,600.
Award bid and authorize the Chair to sign a contract for Cultural Resource Evaluation to Rolling Hills Consulting Services in the amount of $3,500.
Award bid and authorize the Chair to sign a contract for National Historic Registry to Rolling Hills Consulting Services in the amount of $7,000.
Award bid and authorize the Chair to sign a contract for Phase 1 Archaeology Survey to Rolling Hills Consulting Services in the amount of $7,000.
Approve and authorize the Chair to sign a Public Bidder Tax Sale Certificate Abatement Agreement between Linn County, New Leaf Galdiolus, LLC, and the city of Cedar Rapids.
Approve and authorize the Chair to sign a contract between Linn County and the Gazette for Mental Health Access Center sponsorship of Iowa Ideas Conference in the amount of $2,500.
Approve and authorize the Chair to sign a contract between Linn County and Lamar Advertising for the advertisement of the Linn County Mental Health Access Center in the amount of $8,000 for service from June 17 through Aug 11, 2024.
Approve and authorize the Chair to sign an American Rescue Plan Act (ARPA) Subaward Agreement between Linn County and Housing Fund for Linn County for the Homeless Systems Manager Project in the amount of $225,000.
Approve and authorize the Chair to sign a contract for Employer of Record and Administrative Services between Linn County Early Childhood Iowa (ECI) Board and Linn County effective July 1, 2024, through June 30, 2025. ECI to pay actual expenses not to exceed $125,000.
Approve and authorize the Chair to sign a Fiscal Agent Agreement between Linn County Early Childhood Iowa Board (ECI) and Linn County Board of Supervisors on behalf of Linn County Community Services effective July 1, 2024, through June 30, 2025 not to exceed $1,275,314 for School Ready Children Services, and not to exceed $403.807 for Early Childhood Program.
Approve and authorize the Chair to sign a Contract DCAT4-25-003 Community Partnerships for Protecting Children (CPPC) Coordination between Linn County Board of Supervisors and the Iowa Department of Health and Human Services on behalf of Linn County Community Services for $20,000, effective July 1, 2024, through June 30, 2025.
Approve and authorize the Chair to sign a contract DCAT4-25-013 Vinton Decat Coordination between the Linn County Board of Supervisors and the Iowa Department of Health and Human Services on behalf of Linn County Community Services for $13,665, effective July 1, 2024, through June 30, 2025.
Approve and authorize the Chair to sign a contract DCAT4-25-014 Vinton Community Partnerships for Protecting Children (CPPC) Coordination between the Linn County Board of Supervisors and the Iowa
Department of Health and Human Services on behalf of Linn County Community Services for $20,000, effective July 1, 2024, through June 30, 2025.
Approve a purchase order PO624 in the amount of $8,316 to Emergent Devices Inc. for Narcan to fill the vending machines for the Health Department.
Approve a purchase order PO6025 in the amount of $32,154.12 to CDW Government for computer hardware for the Linn County Community Services Department.
Approve a purchase order PO626 in the amount of $18,040 to CDW Government for computer hardware for the Linn County Community Services Department.
Approve and authorize the chairperson to sign a Consulting and Advisory Services Agreement between Linn County and, collectively, L&L Murphy Associates and Grant Consulting LLC for $60,000 for consulting and lobbying services from July 1, 2024, through June 30, 2025.
Supervisor Rogers read the following Proclamation: Juneteenth 2024.

Motion by Running-Marquardt, seconded by Zumbach to approve the following Linn County Historic Preservation Commission Fiscal Year 2025 Preservation Grant Agreements:
Marion Historical Soc. – $2,000; Friends of the Lisbon Public Library – $5,000; Central City Growth Org. – $3,000; Coggon Comm. Historical Soc. – $1,500; Troy Mills Historical Soc. – $4,000; Walker Historical Soc. – $5,920; Tanager Place – $2,400; Ely Comm. History Soc. – $1,000; The History Center – $3,000; and Coe College – $980.
