The Board met in session at the Linn County Jean Oxley Public Service Center. Present: Vice Chairperson Rogers and Supervisor Zumbach. Absent: Chairperson Running-Marquardt (other county business). Board members voting “AYE” unless otherwise noted.
Vice Chairperson Rogers called the meeting to order and led the Pledge of Allegiance.
Motion by Rogers, seconded by Zumbach to approve minutes of June 17, 2024 as printed.
Motion by Zumbach, seconded by Rogers to approve claims for payable checks dated 06/18/2024 #71014776 to #71014834 in the amount of $169,445.22; and ACH in the amount of $2,591,858.14; for a total of $2,761,303.36; voided checks in the amount of $187.81; Segregated Claims: Jerry Witt $45.33 Sandwiches for Board of Review – no receipt; Biily Dvorak $365.37 & -18.67; Brad Ransford $12.38; – Food Event EMA – not pre-approved and Kim Honn $702.00; Public Health Staff Retreat – Food Event – not pre-approved.
Motion by Rogers, seconded by Zumbach to approve Consent Agenda as follows:
Resolution 2024-6-91
ESTABLISH ROAD CLOSURE AND DETOUR FOR PROJECT
WHEREAS: Linn County Project L-ELLIS RD NW(25) AND L-TSF C057(174)—74-57, HMA Resurfacing and Guardrail, on Ellis Road NW in Linn County will begin soon.
WHEREAS: this project lies on a marked Farm-to-Market route, and
WHEREAS: a detour must be established to close a marked route for longer than 48 hours, and
WHEREAS: a map of the detour is attached hereto.
NOW, THEREFORE, BE IT RESOLVED: that the Linn County Board of Supervisors hereby authorize and direct the Linn County Engineer to place the appropriate signs to establish the following detour: commencing at the intersection of Covington Road and Ellis Road NW, head South on Covington Road for 2.8 miles to Edgewood Road NW, head North on Edgewood Road NW for 1.9 miles to the intersection of Edgewood Road NW and Ellis Road NW to the end of the detour. (See attached map)
Signs shall be placed when and as necessary to protect the work and the traveling public in accordance with the Manual on Uniform Traffic Control Devices and Chapter 306 of the Code of Iowa.
Resolution 2024-6-92
A Resolution approving a final plat for KRESS FIRST ADDITION.
The following description is a summary of Resolution 2024-6-92as passed and approved by Linn County Board of Supervisors, effective June 18, 2024.
KRESS FIRST ADDITION (Case # PF24-0003) to Linn County, Iowa, containing four (4) lots, numbered lot 1 and 2 and lettered lot A, and Outlot A, a subdivision of real estate located in the SE NW of Section 8, Township 85 North, Range 8 West of the 5th P.M., Linn County, Iowa, described as follows:
Kress First Addition in Linn County, Iowa, is a subdivision of Lot Six (6) of Auditor’s Plat No. Eighty (80) and a portion of the Northeast Quarter of the Northwest Quarter (N.E.1/4-N.W.1/4) of Section Eight (8), Township Eighty¬ Five (85) North, Range Eight (8) West of the Fifth Principal Meridian, Linn County, Iowa as described on Exhibit “A” attached hereto and made a part hereof.
For a more definite location and description, reference is made to a Final Plat dated May 16, 2024, attached hereto and made a part hereof.
The full text of the Resolution may be inspected in the Linn County Auditor’s Office located at 935 Second Street SW, Cedar Rapids, Iowa, during regular business hours, 7:30 a.m. to 4:30 p.m. Monday through Friday or on the Linn County website at www.linncountyiowa.gov.
Approve and authorize the Chair to sign a provider contract between Options of Linn County and the Mental Health/Disability Services of the East Central Region for FY25 service and rates, effective July 1, 2024, though June 30, 2025.
Approve and authorize the Chair to sign a provider agreement between the Linn County Mental Health Access Center (MHAC) and Area Ambulance to provide various behavioral health services for clients of MHAC, starting July 1, 2024.
Approve and authorize the Chair to sign provider contracts between Linn County Mental Health Access Center (MHAC) and Foundation2 to provide behavioral health services for clients of MHAC, starting July 1, 2024.
Approve and authorize the Chair to sign a provider contract between the Linn County Mental Health Access Center (MHAC) and Abbe Center for Community Mental Health Inc. to provide various behavioral health services for clients of MHAC, starting July 1, 2024.
Approve and authorize the Chair to sign the agreement between Linn County Juvenile Detention Center and Johnson County, IA to provide juvenile detention unit services for the exclusive use of housing Johnson County youth for FY25, effective July 1, 2024, through June 30, 2025.
Approve and authorize the Chair to sign an annual contract renewal for FY25 between Linn County Early Childhood Iowa (ECI) Board and the Linn County Board of Supervisors on behalf of the Linn County Community Services (LCCS) Child Development Center to provide early care and educational supportive services. Not to exceed $80,224 effective July 1, 2024, through June 30, 2025.
Approve and authorize the Chair to sign an annual contract renewal for FY25 between Linn County Early Childhood Iowa (ECI) Board and the Linn County Board of Supervisors on behalf of the Family Transformation Services for the Nurturing Parent Program (NPP) to provide short term home visitation family support services. Not to exceed $130,064 effective July 1, 2024, through June 30, 2025.
Approve and authorize the Chair to sign an annual contract renewal for FY25 between Linn County Early Childhood Iowa (ECI) Board and the Linn County Board of Supervisors on behalf of the Family Transformation Services for the Nurturing Parent Program (NPP) to provide long term home visitation family support services. Not to exceed $99,049 effective July 1, 2024, through June 30, 2025.
Approve and authorize the Chair to sign a contract DCAT4-25-020 Jones County Decategorization Coordination between the Linn County Board of Supervisors and the Iowa Department of Health and Human Services on behalf of Linn County Community Services for the amount of $14,993 effective July 1, 2024, through June 30, 2025.
Approve and authorize the Chair to sign a contract DCAT4-25-021 Jones County Community Partnerships for Protecting Children (CPPC) Coordination between the Linn County Board of Supervisors and the Iowa Department of Health and Human Services on behalf of Linn County Community Services for the amount of $20,000 effective July 1, 2024, through June 30, 2025.
Approve and authorize the Chair to sign a Conditional Use Permit Application for property owned by Linn County, located at 1206 Stoney Point Road.
Motion by Rogers, seconded by Zumbach to remove the following: Discuss and decide on the Linn County Mental Health Access Center to apply for the Department of Justice FY 24 Comprehensive Opioid, Stimulant, & Substance Use Site-Based Program funding for start-up costs associated with the Withdrawal Management Program.
