LINN COUNTY BOARD OF SUPERVISORS
CEDAR RAPIDS, LINN COUNTY, IOWA

The Board met in session at the Linn County Jean Oxley Public Service Center. Present: Chairperson Zumbach, Vice Chairperson Rogers and Supervisor Kirsten Running-Marquardt. Board members voting “AYE” unless otherwise noted.
Chairperson Zumbach called the meeting to order.
The Board heard updates from the following Department Heads:
Carter Baldwin, LIFTS Dir. – working through challenges with hiring process; bus replacements on order; working with ECICOG on a scheduling software RFP.
Supervisor Rogers asked if there are any future challenges with LIFTS and Baldwin responded bus procurement and working with the City of Cedar Rapids on the application process for the certification of paratransit riders.
Brad Ketels, County Engineer – strategic plan; KPI’s; working with Planning and Public Health on the conversion and rollout of municipal software; bridge and road report; budget; upcoming five year plan presentation to the Board; two vacancies; All Systems Permit decision by July 1, 2025; will only be offering seal coat for dust control this year (not offering calcium chloride since the county is the middle man); Phase 2 of District 1 shop bids; conversations on new main shop headquarters; interactive map project; Bertram Rd. bridge project; presentation in February about projects for next year; winter operations update; AVL dashboard.
Supervisor Rogers addressed the previous Road Assessment meeting and asked for an improved process going forward. Rogers asked Ketels to provide the Board will more of a heads up and a clear recommendation prior to future meetings.
Chairperson Zumbach confirmed that Paris residents will be provided calcium chloride as previously agreed upon and Ketels responded that they will still have a contract for calcium chloride for projects.
