The Lisbon City Council also adopted an ordinance change regarding the city administrator’s spending authority.
In April 2014, the council approved a resolution allowing the city administrator to spend up to $5,000 without permission of the council.
“Our ordinance regarding that spending authority of the city administrator did not get changed after that resolution was passed, so we have conflicting information,” said Brandon Siggins, Lisbon city administrator.
The council opted to change language in the ordinance to allow spending to be changed by resolution, as opposed to making changes to the ordinance every time that needed to be changed, which requires three readings and public hearings. A resolution only requires a vote by city council.
The board opted to approve the second and third reading of the changes to the ordinance at the April 11 council meeting, making the changes effective that date.
